Creation of Gender Equality Policies in Croatia: Just How Important is the EU Accession?
Croatia, an accession state, is strongly influenced by needed adjustments of the domestic legislation to that of the European Union. However, EU accession seems to be much more than just a political context for the legislative change as state institutions are transferring EU policies and administrative arrangements (more often then not without proper knowledge, motivation or resources backing them). As such EU policies and institutional arrangements seem to be more important then the domestic actors, especially since women’s non-governmental organizations, with an in detail knowledge about gender related issues, are usually not allowed to be full participants in the policy-making process. Additionally, another question arises: is creation of gender equality policies a way of showing progress without true political commitment, so to say a substitute topic that is used to shift focus from other complex and painful reforms still needed to be done?
