Citizen mobility improvement is a challenging research area, not only because of many diverse possible solutions, but also because of various potential risks regarding the introduction of solutions, which often have to be customized. The paper is focused on risk identification in introducing solutions which refer to different measures such as: mobility management for large companies - carpooling, congestion charging and freight delivery management in the City of Zagreb, within the EU-co-funded CIVITAS-ELAN project.

CIVITAS-ELAN is a large and ambitious project of great strategic importance to its project partners and funding institutions. The mayors of the cities of Ljubljana, Gent, Zagreb, Brno and Porto have agreed to a common mission statement “To ‘mobilise’ our citizens by developing with their support clean mobility solutions for vital cities, ensuring health and access for all.”
