Contribution to the craft speed in Coastal areas where swimmer are anticipated

We witness accidents at sea, particularly in the summer where a craft wounds, sometimes fatally, a swimmer or a diver. Such accidents happen along various parts of seaways and on various distances from the coast and they involve crafts of very different characteristics. Although the laws of different states determine where certain craft are allowed to sail and in which manner, there still exist areas where craft and swimmers can come to close vicinity. Also, the swimmers and craft can come together in the same area very often because one or both break the regulations. This paper will discuss the factors which influence the possibility to avoid accident at sea and will suggest the parameters to obtain recommended level of navigation safety in coastal waters where it can be expected the presence of persons in water.
