Restoring the European Supremacy - Geoplotics and Institutions for an Innovative and Competitive Europe

The construction of the European Union has been the most important world political event in the last decade of the 20th century. Furthermore, it is a nearly unique event - definitely unique in its dimensions. In the course of history, only the German Zollverein can be compared to it as a systematic and deliberate process of economical integration, preceding, favouring and requiring the construction of common political institutions. Although the EEC was inspired by a liberal economical vision and by precise political values, it was not inspired by an equally clear institutional vision. The reference to the American federal experience, which since the last century has been proposed by many intellectuals from different backgrounds, was never translated into precise guidelines. This was prevented by the reality of the European national states being very different from the weaker confederate, and then federate, American states. It was also prevented by the fact that, in Europe, a coherent and widespread tradition of federalist thought and politics has always come less. Today, very few doubt that the creation of the EEC was a fundamental factor for reconstructing Europe and for its prosperity, as very few doubt that a greater integration of suitable economies and institutions in the Union is indispensable for our continent to remain prosperous, in absolute and relative terms with respect to North America, Japan and the most promising Asiatic countries. This research is based on the idea that the problem of restoring European supremacy requires a development of the European Union guided by a precise political vision and not by the contingency of compromise. Such a vision cannot result from applying historical, dated models, which, in any case, have little or nothing in common with the historical, economical and social reality in Europe. Neither can it come from applying on continental scale those principles and policies which led to the formation of national states over the past three centuries. Such a vision can - on the contrary - arise from applying liberal political, constitutional and economical principles to the European reality. The study focuses on precise institutional analyses and proposals, also if obviously the various schools of thought and the authors do not always agree on the specific solutions. The conducting thread joining the various solutions is the idea that Europe needs institutions which allow maximum collective action where it is required and where the citizens want it. This collective action must be combined with a competitive element which is specific of authentic federalism, so to conduct and maintain power - the power of the Union and not less that of the single nations - within the functions and the limits which are required to ensure freedom and prosperity of populations and individual citizens. A Europe based on the principles of liberalism can reacquire a primary role in the world-wide geopolitical context where the traditional factors of national wealth, territorial extension and population are secondary with respect to the capacity to attract high quality physical and human capital.
