The use of smart power in the Balkans

The paper discusses the concept of smart power, i.e. optimal combinations of hard and soft power. It also discusses the concept of small states and their capacity to project any power. In the end, the paper looks at small states in the Western Balkans to assess their potential for projecting (smart) power.
