Context Analysis of the Security Sector Reform in Croatia 1989-2009
In the context of analyzing events relevant for the security sector reform (SSR) in the Republic of Croatia three turning points are relevant – the years 1990, 1995 and 2000. In the year 1990 the first multiparty elections took place. This year marks the initiation of the national state-building process. There are many arguments that can lead us to conclude that there was no SSR at the time. From 1995-2000, the liberation of occupied territories (military-police operations Flash and Storm) took place and the Erdut Agreement were concluded. It should be noted that in the period of 1995-2000 the Republic of Croatia did not participate in any form of Euro-Atlantic accession process. The period of 2000-2009 is marked by the end of the semi-authoritarian regime. This began the actual transition period in the Republic of Croatia. This was a significant contributing factor in the beginning of Croatian accession to the euroatlantic community.
