Interim Evaluation of the Cross-border Cooperation Programmes between Candidate/Potential Candidate Countries (Intra Western Balkan Borders) under the IPA

The research includes the preparation and implementation of the EC interim evaluation methodology to stimulate cross-border cooperation between West Balkan countries through 3 key components: 1) economic development through cross-border cooperation, 2) cooperation in the cultural / general social dimension, 3) environmental cooperation. The key objective of the whole CBC program is to support the EU integration and socio-economic development of these areas. Analyses were conducted with the methodology, content and financial aspects of the whole program with the aim of improving efficiency in the future. IMO’s researchers participated in the implementation of the interim evaluation in Croatia, Bosnia and Herzegovina and Montenegro. In addition to analysis of all available documents, approximately 30 interviews are to be carried out with key stakeholders in planning and implementing programmes and with potential applicants for funding from IPA CBC programmes. Experiences and recommendations were prepared in the form of reports for the European Commission at the level of all countries involved in the WB CBC program. The research will continue in 2011 and the underlying methodology and results, acquired and developed through this project, will be presented at an international scientific conference.
