Port Community System - a trade facilitator for Croatian seaports

When looking at trade facilitation in general, the overall goal should be to simplify and harmonize international trade procedures. Information flows are an important segment of international trade procedures, which, according to WTO, consist of activities, practices and formalities involved in collecting, presenting, communicating and processing data required for the movement of goods in international trade. Significant delays and even time penalties can be (and in the case of Croatian seaports are) caused by the inadequate information flows. This causes reduced competitiveness of Croatian seaports, and increases the costs of seaport operations in general. Stakeholders in Croatian seaports are still exchanging data and information mainly by "traditional" means (paper documents, telephone, fax), with the marginal usage of electronic information exchange. Even though the clear evidence exists in favor of electronic means of information exchange, ICT implementation in Croatian seaports is still weak, and the scarcity of trained human resources is very evident. Several trade facilitation issues can be addressed by implementing Port Community Systems in Croatian seaports, and will be researched in this paper: standardisation of documents and electronic data requirements, avoidance of document duplication, process automation, international electronic interchange of trade data, and finally the usage of Single Window Systems. The World Bank recognized the great importance of trade facilitation, and is currently financing the implementation of several projects in Croatia related to trade facilitation. A Port Community System can be defined as an entity delivering information to supply chains operating in the port. According to Smit, the PCS is responsible for data supply, data control, data distribution, and data conservation. Another definition by Rodon and Ramis Pujol emphasizes the role of PCS in the integration of Port Community Members who have different information systems: PCS is an electronic platform that connects multiple systems operated by a variety of organizations that make up a seaport community. Srour et al. define PCS as holistic, geographically bound information hubs in global supply chains that primarily serve the interest of a heterogeneous collective of port related companies. According to De la Guia and Llop, the aim of PCS implementation is to gather the Port Community Members around a ''virtual table'' and to maintain a ''virtual coordination'' through accurate information of cargo handling and shipping operations. Based on the above mentioned, it is justified to research the impact which the implementation of Port Community System in Croatian seaports would have on trade facilitation. By implementing the PCS, Croatian seaports will obtain significant advantages and will generate significant benefits for their business. By evolving and leaving behind the stage of internal communication among the stakeholders within the Port Community (characterized by paper documents and uncomputerised daily coordination of seaport activities), PCS implementation in Croatian seaports will result in greater efficiency in communication, as well as in better coordination of seaport operations. The final goal of better coordination of seaport operations should be the facilitation of international trade, bringing benefits to all the parties involved in the international transport chain. PCS implementation in Croatian seaports will enable a new dimension of seaport service and customer satisfaction, which in turn will lead to competitiveness as well as to more active inclusion of Croatian seaports in the demanding transport market.
