The Capital Cities in Europe: Zagreb
The aim of the paper is to present the special status of Croatian capital the City of Zagreb, focusing on its structure, functions, and financing. The introductory part brings a brief historical overview of the position of Zagreb in the territorial governance system as well as the main features of the present local and regional self-government system in Croatia. The core of the paper consists of the analysis of the legal framework establishing the special status of the City, and the discussion which aims to illuminate the problems of its politico-administrative structures. Special emphasis will be given to the issues of scope of affairs, sub municipal self-government, and various forms of service provision (public enterprises and public establishments). The final part of the paper is concerned with the financial aspects of the City of Zagreb, especially with regard to its financial importance within Croatian local self-government system. Despite the global trends in local finances, the total structure of the City of Zagreb’s financing remains monotypic, with budget being the major source of public expenditure and with fiscal elements prevailing. With only 20% of budget expenditures directed to development and projects, the question of a long-term sustainability of such financial structure remains one of the core issues for future development.
