Sažetak
Introduction Decision making on public financing of health technologies is one of the most important questions in health policy. The principles of cost effectiveness (The Fourth Hurdle) in financing health technologies has long been applied in the developed countries over the past 30 years, however it is a rather new issue in Central-Eastern European countries. Goal The aim of our presentation is to compare the application of health technology assessment (HTA) in Hungary and Croatia, and to examine the possibilities of transferring Hungarian experiences to Croatia and vice versa. Results/ Conclusions In Hungary HTA and related activities started in 1993, and the methodological guideline for health economics analysis was created and published in 2002. Also, training capacities enable actual implementation and involvement of the HTA in supporting decision making. There is still the issue of the dissemination of results and a mechanism to transfer them into clinical practice guidelines. In Croatia, although an HTA committee is present, it is still on the level of preparations with a lack of qualified personnel and experience. As many transitional countries, Croatia is facing challenges in health technologies, such as lack of reliable data on disease morbidity, disease progression, quality of life, disease burden and data transferability from other countries. However, regulated drug reimbursement and deployment and development of integral health informatics system are a strong foundation for bridging the gap toward EU health economics regulations. CONCLUSION: Since both health and related country systems are similar, the comparative overview may enable development of mutual tools, initiatives, resources and solutions.
