Transparency and data protection in the context of e-government: the Croatian case
Two contrasting values of today’s information society are analysed: transparency and data protection. Transparency rests upon the legal frameworks for the right to access to information. Personal data protection is presented through European legal sources. Two case studies from Croatian political reality are presented – a petition for referendum case, and a war veterans case. Both cases relate to the collision of two values, and show that textual interpretation of the laws can lead to the politically driven solutions. The choice between the two is not always unambiguous, and fine balancing and prioritising is necessary.
