Croatian Educational Sector : Potentials of Public-Private Partnerships

Public sector has an important role in meeting the interests and needs of its citizens. Opposite to activities of the public sector, private sector, their activities, aims to achieve a higher return on invested capital. So divided roles, public and private sector often encounter problems caused by lack of financial resources, limited managerial and organizational skills, etc. In the Croatian education sector which is composed of public sector, with set goals that are aimed to create knowledge-based society, occupies an important place to invest in improving the situation of infrastructure building. Adequate infrastructure facilities become necessary for the implementation of quality educational-teaching activities, in meeting the needs for accommodation, as well as all other activities important to living and cultural standard of service users. For the realization of such facilities are necessary additional financial resources from the state / local budgets. Since the funds from these sources is limited, and there is also a lack of organizational and management skills of public sector in the future we can expect wider application of public-private partnership to improve the state infrastructure construction sector of education.
