Leveraging Defense Procurement
Offset agreements contain a wide spectrum of activities that can be grouped into: coproduction and subcontracting, technology transfers, in-country procurements, marketing assistance, financial assistance, investments, joint ventures, etc. Such business arrangements minimize trade and payment imbalances applied by expanding number of developing and transitional countries. This compensatory practice is designed to: overcome shortages of foreign exchange, support the continuation of industrialization programs, promote exports of counter delivered goods, improve local employment, social stability, foreign exchange, create new jobs through labor-intensive projects, improve health and other public sector services in defense purchasing country.
