Liberaliztion of the postal service market: analysis of regulatory frame

The process of creating EU and the unified European market has also included the sector of the postal traffic, i.e. providing the postal services. The postal services historically are of special social interest, and, as such, until recently have been organized and led exclusively by the state, governmental authorities or state-owned companies. Such historical heritage causes the appearance of various factors, which have significant influence to the creation and implementation of the policy of liberalization in every state. (preserving the jobs, social awareness, protection of the state-owned companies, control of the communication market etc.) Liberalization and de-regulation of the postal services is the process which takes place parallel with the process of definition and establishing the set of universal postal services, as the minimal standard, which enables providing and availability of the postal services to all users on the total national territory, with unique, available conditions. Basically, these are two potentially opposed concepts which result in a kind of paradox. Parallel with creation of the conditions for implementation of total liberalization and de-regulation of the market, the existing barriers to the entrance of new postal service providers are not only being preserved, but also strengthened.
