Corruption and public procurement: example from Croatia
This article aims to present a new perspective on corruption and public procurement. As both grow in significance in Western Balkan economies, and by drawing on theories and evidence of the sensitivity of public procurement to corruption, we explore the phenomenon for a particular set of Western Balkans countries. Since Croatia is currently a step ahead in terms of progress with its public procurement system and legislation, the Croatian case is chosen to address our main research questions: is there a relationship between the prevalence of corruption and the scale of public procurement, and would an improved public procurement system based on EU legislation reduce corruption in this particular sector? The article offers policy recommendations for reducing corruption in public procurement.
