Surveillance issues on reporting corruption: case of corruption survey in Croatia
Upon the rational for exploring the linkages between corruption surveys, underreporting corruption experiences, causes of reluctance to report on corruption and the role of ICT in overcoming these issues, this paper provides insight into solutions applied to seize the underreporting risks in surveying corruption experiences in Croatia. Based on the pilot Survey on use of public services and public integrity conducted in Croatia in June 2010, the study discusses the various aspects of survey methodology applied. The main concern was respondents’ willingness to report corruption and their perceived risk of personal data misuse. The potential reluctance to admit involvement in corruption as a criminal act might be inside- driven by the fear of surveillance or investigation to follow. Further we have investigated the expressed views of respondents regarding the misuse of data, in particular of protecting anonymity. Finally the survey enabled us to get interesting insight in the public trust in institutions. The paper concludes on the role of ICT as an effective anti-corruption tool in Croatia and suggests lines for further research.
