Humanitarian Aid and Humanitarian Intervention
In this lecture the author deals with two concepts: "humanitarian aid" and "humanitarian intervention" which, according to their history in international relations, are not so close as the terms used could suggest. International law distinguishes two specific types of "humanitarian action": "humanitarian assistance (aid)" and "humanitarian intervention". The author presents the substantive as well as formal difference between the two concepts, discusses the concept of humanitarian intervention in the past, he then analyses it through the Charter of the United Nations and the members of the UN. The author continues with explaining the concept of humanitarian assistance, underlining the significant role of the Institute of International Law in adopting the Resolution "The Humanitarian Assistance" at the Bruges Session of the Institute in 2003. The entire text of the Resolution is annexed to the text of this lecture.
