Knowledge Generation and e-Learning Potential of Universities in Developing Countries: A Theoretical Framework of Complexity of Education Delivery in Croatian Universities

In developing countries the challenge for universities to develop new competencies through dynamic e-learning is more complex due to poor infrastructure and relative low awareness of the new learning tools. It is clear that the full examination of all known issues is not possible within the confines of this paper. The paper indicates that the overview of the situation in developing countries should include an analysis of the environment, mentality and development of resources that are basis for creation of online learning. Moreover, it discusses the limitations of existing frameworks for analyzing the process of transformation of knowledge from classrooms to e-platforms and proposes a theoretical framework with which to explore dynamic learning in developing countries with special focus on Croatian reality. The proposed theoretical framework is based on constructive example of the model used by one of the business schools of Croatia, Zagreb School of Economics and Management (ZSEM), as a positive example of the evaluative usage of technologies in the learning process.
