Republic of Croatia belongs to the countries in which international agreements concluded and ratified in accordance with the Constitution and made public, and which are in force, shall be part of the internal legal order of RC and shall be aboce law terms of legal effect.In other words' the international treaty which, once ratified, obliges a country to adopt legislation in conformity with its priovidsions. This is a true real obligation which chiefly binds the hihher authorities (national and regioanl), whom it behoves to respect the autonomy of local authorities. Croatian expert were in favour of an increase in the legal force of the Charter. Judicial protection of the constitutional principles of local self-gvoernment - this acces is direct (local authorities can apply directly to the Courts and to the Constitutional Court).

Preparation of the present report has been done using a questionary addressed to the members of the Group of Indenpedent Experts of the CVongress, who are nationals of the Council of Europe memeber States which have signed and ratified the Charter. As university rofessors and specialsits in local and regional self-gvoernment, they have a detailed knowledge of the legal systems of their countries and where solicited to provide the repporteur with the greatest possible of information for the present report.
