Neutrality in International Armed Conflicts at Sea
The rules of the law of maritime neutrality developed when resort to war was not illegal.They were codified mostly at the beginning of the 20th century. Since then, a number of developments have occurred. In the legal field, the most important are: the general prohibition of the use of force, the collective security system built by the UN Charter, and the changes in the law of the sea. In addition to the mentioned legal developments, the last century or so has witnessed changes in technology, technical developments in weapons system, increased world trade, and the dependence of both buyers and sellers of certain goods which are traded via the sea. These legal and factual developments have affected both the law of naval warfare and the law of neutrality.
