POSITVE IMPACT OF THE NEW LAW ON ROAD TRAFFIC SAFETY IN CROATIA

INTRODUCTION:The new law on road traffic safety was introduced in Croatia in August 1996.It imposes a new system of penalty scores,lower speed limits in cities and on highways,higher fines,better control of seat belt use,organized action for children's safety etc. PURPOSE:By analyzing the frequency of road traffic accidents and the number of their victims before and after introduction of the new law,positive effects and some negative consequences should be expected. METHODS:The frequency of road traffic accidents(resulted in injury or death),killed and injured people will be analyzed by months,days in the week and by groups of counties: close to the Adriatic sea,in the continental part and in Zagreb county,in the period 1995-1997.The drivers' and pedestrians' faults leading to accident,as well as various types of road accidents will be compared before and after introduction of the new law.Sources of data:Daily Reports on traffic accidents submitted by traffic police and kept in the Ministry of the Interior. FINDINGS:Many positive effects were found after introduction of the new law like: a decrease in the percentage of killed(14,4%) and injured (16,2%) persons in the second half of 1996 compared with the same period in 1995.In Semptember 1996 there were 20.9% fewer injured persons and in August 30.3% fewer persons killed than in the some months in 1995. There were 511 injured persons less in all Fridays in 1996 when compered to 1995.Some negative consequences were found like:13.8% more strikes on motocyclists and 9.3% more irregular passing round in 1996 than in 1995. CONCLUSION:By introducing the new law many road traffic participants have been saved.There were less drivers' and pedestrians' faults and frequency of individual types of accidents decreased. There have been some negative consequences which require further special preventive and restrictive measures.
