Safe Communites in Croatia: Problems of Sponsoring and Maintaining Interest

Toward the end of the 80s,the foundation and development of Safe Communities were initiated in Sweden and other Nordic countries, soon followed by other parts of the world, e.g.America, Australia, Asia, New Zealand,etc. The Ministry of Science and Technology of the Republic of Croatia has approved support to the medical scientific project entitled The Register and Preventive Programs for Accidents and Injuries submitted by a team from the Andrija Štampar School of Public Health, Medical School, University of Zagreb, in April 1991. The Koprivnica district (61,052 population,about 80 km northeast from Zagreb)was chosen for promotion of the community safety program based on the Swedish experience.A survey of the knowledge and attitudes related to accidents was performed in particular population groups of preschool children, school children, factory workers, elderly people, drivers, pedestrians and traffic police. The war in Croatia began in summer 1991, however, Koprivnica remained beyond the war area. Registration of the injured in the district started at the Department of Surgery and Emergency,Koprivnica General Hospital, at the beginning of 1992,inspite of the changed living and working conditions. A new PC was supplied for the project by the Ministry of Science in 1994, and registration have been continued until today. The financial support was quite modest and it was provided until the end of 1995. During that time most of the resources were spent for registration of the injured and for entering data in the computer database. The war in Croatia was over in 1995. One third of the country was destroyed, and this was one of the108 main reason of limited financial resources. The team tried to include some other area in the Safe Community program. In Krapina district, the registration of injured persons was performed for about a year without any financial support. In Karlovac and Čakovec medical team refused such registration because of financial restrictions. The Epidemiological department of the local Institute of Public Health in Koprivnica was interested in providing continuous support to the project during 1996 - 1998 period. A scientific project entitled Risks and Injury Prevention was accepted by the Ministry of Science in September 1998, however, no funds were provided until May 1999 because of severe financial restrictions in the country. Now we have just started receiving a modest support and we hope we could continue the registration from the beginning of 2000. In the Trauma Register there are a lot of data and the following analizes are presented:frequency of the injured recorded throughout the study period (1994 - October 1 1998.), age and sex distribution, time distribution (by months, days of week,time of day),NOMESCO-classification (from 1996):place of occurence, mechanism of injury and activity codes.
