Harmonization of Port Policies in Transitional Countries with a European Union (EU) Transport Policy
The aim of the EU transport policy is to provide unrestricted and effective transportation of cargo, people and services in an economic and safe manner for society and the environment. The principle of the EU transport policy envisages the formation of a unique transport system covering the whole continent and this in turn implies integration of transport systems in transitional countries. The role of the port in overseas and intra-European goods exchange resulted in a definition of EU port policy with the aim of providing approximately similar working conditions and unrestricted and fair competition among ports. Port services should be accessible to all users under similar conditions and possibillity of acquiring concessions for carrying out port operations should be accessible to all interested subjects.Transitional countries with exit to the sea must strive to harmonize their own port policies with the EU port policy, although that process will be long-term and hampered by numerous difficulties as a result of substantial differences between their ports and EU ports. The simplest and quickest way is to define precisely the strategic national aims of port policies from which there is no deviation and the area of port policies where harmonization is possible and necessary.
