EFFICIENCY ANALYSIS OF FOREST MANAGEMENT IN CROATIA
Paper assesses the efficiency of forest management in Croatia by applying Data Envelopment Analysis (DEA). DEA is a nonparametric methodology for assessing relative efficiency of comparable decision making units with more inputs and outputs. The research includes 48 forest offices as the representatives of four main regions in the Croatian forestry: lowland flood-prone forests, hilly forests of the central part, mountainous forests and karst/Mediterranean forests. The model includes following inputs: surface area, growing stock, total costs and number of employees. Outputs are represented by total revenues, allowable cut, investments in infrastructure and biological renewal of forests. The results of relative efficiency are determined by output oriented CCR and BCC models. The sources and values of inefficiencies are established, and the impact of forest offices' structural characteristics on their relative efficiency is shown in the paper. On the average relative efficiency amounts to 0.829, according to CCR model, 0.904 according to BCC model, and 0.919 according to scale efficiency.
