An environmental financing strategy is a tool, which the Croatian authorities use in their negotiations with the EC in particular with regard to implementation plan and transition periods for heavy - cost directives. Due to the political nature of the implementation plan and negotiations of transition periods, it is obvious that the financing strategy will have to be an official government document prepared by the Croatian administration and approved by the Government of Croatia. Thus, the present document should be understood as a technical background paper rather than the financing strategy itself. As such it represents the consultant's best knowledge and assessments. This document deals with waste, water and air pollution sectors. However, focus is on environmental heavy cost investments to be financed by the public sector. Therefore, the industrial sector is not included in this strategy.
