Pilot project for construction and demolition waste recycling in Croatia
The current construction and demolition waste recycling percentage in Croatia does not exceed 7%, and about 11% of secondary raw material is separated from construction and demolition waste. Estimated value of C&D waste produced in the Republic of Croatia, based on the data collected in the frame of the project LIFE05 TCY/CRO/000114 CONWAS is approximately 2.5 mil. tonnes per year. High-quality data on C&D waste sources, composition, quantities and flows are the key factors for establishing high-quality logistics systems, for defining applicable and sustainable technologies for sorting, recovery and recycling, and for dimensioning and defining disposal locations. Taking into account the problems noticed in the analysis of the existing situation, it is necessary to start from establishing a control of all the quantities, composition and flows of C&D waste, which will ensure preconditions for planning a system of collection, transportation, recovery, recycling and disposal of the waste. Planning such a system involves planning all the necessary resources and their costs. Measures related to achieving objectives of recovery and/or recycling of C&D waste are related to the basic types of materials that can appear in C&D waste and to the possibilities of their application. In order to obtain relevant data on C&D waste, the pilot project in the region of the City of Zagreb and Zagreb County has been formed. Pilot project consists of the following activities: monitoring the C&D waste separation at waste origin or at sorting plants, entrance evidence, processing the waste material on the recycling facility and reporting on all the relevant data including C&D waste types and quantities. The results from the pilot project will be the basis for defining the recommendations for C&D waste management in order to apply ecologically, technically-technologically and financially-economically most cost-effective technologies.
