Illiteracy in Croatia
The problem of the illiterate is a global phenomenon ; it is mostly evident in poor countries, but it also exists in transitional countries such as Croatia. Even though the compulsory eight year education was mandatory in ex-Yugoslavia, whose part was Croatia, there is a great number of illiterate adult population. Given the fact that illiteracy disables active participation of the population in important segments and that it disables the realization of basic human rights, this problem should be reduced (or completely eliminated). Taking reality into consideration, Croatian primary goal is to have a Croatia without the illiterate because 19.5% of individuals older than fifteen have not finished elementary school. In these strivings, UNESCO's literacy campaign "Education for All" is being carried out, whose aim is also to connect the education system with labour market and to create better educational and working level of competence and to enable an active participation of every person in the civil society.
