Food safety system in EU and Republic of Croatia - a comparative institutional analysis

This final work contains analysis of legal and institutional structure of food safety system in the EU, eight EU Member States, and the Republic of Croatia. Special attention is given to analysis of official control systems and to research on institutional separation of risk assessment from the risk management activities. A major interest of this paper is the hypothesis that the separation of risk assessment from the risk management activities is well regulated, but the strict separation on paper is difficult to maintain in practice. The qualitative research strategy is used to make conclusions in this paper. In all observed countries there were many various institutions dealing with food safety issues. In consolidating their food safety system the observed countries vary in their approaches and the extent to which they consolidate. However, the countries’ approaches were similar in one respect – each established a single agency with different responsibilities. Taking into consideration the separation between risk assessment and risk management the most of reviewed countries don’ t have a clear partition of roles. At the EU level there is a clear separation between risk assessment and risk management activities, but when it comes to risk communication there could be overlapping between DA SANCO and EFSA. In Croatia a clear separation between risk assessment, risk management and risk communication is made by entering into force the Food Act in 2007. However, it still has to be implemented in practice.
