Approaches and methods of clustering in the case of Croatia
Clusters represent the companies' responses to challenges of global competitors, also develop countries' competitiveness and contribute to the further progress of the whole economy. The aim of the study was to give the answer at what level (national, regional, local) clustering in Croatia should be initiated, that is, what approach should be implemented in cluster forming, bottom-up or top-down, according to the experiences of the EU member countries. The proposed solution for Croatia resulted from detail analysis and cross-country comparisons of clustering in the EU member countries. The special emphasis was given to the analysis of the used methodologies in determining the necessity for clusters development because empirical researches in mentioned area are rare. In the article was also described the example of the ICT cluster forming. Namely, Croatia has been a net importer of new technologies, primary ICT technology, with strong innovation capacities in the country that are not enough commercialized. In the article were used the following methods: analysis, synthesis, description, comparison, classification.
