Role of Croatian Ports in the Process of Harmonization with the European Transport System
Current situation of the European goods transport market can be described by two facts: almost half of the goods exchange within the European Union borders and over 90% of goods exchange of EU and the world are performed through ports – seaports and those on the inland waterways. The expected consequence of further development of maritime goods exchange and the European Union enlargement to the area of Central and Eastern Europe is additional increase in the goods transport. Thus, according to the opinion of experts who developed in 2005 a Study for the Finnish Ministry of Transport, an increase in the European goods traffic by one third is expected by the year 2015. These same experts expect that by the year 2030 the import of the European Union countries will double, and the export into the “ countries of fast economic growth” will even triple. Current growth indicators of the traffic and its orientation to road traffic have become synonyms for congestion and pollution. Therefore, the 2001 White Paper guidelines on transport policy and the 2006 NAIADES action program on the promotion of transport on inland waterways require alleviation of this transport mode and rerouting of cargo to maritime transport and transport on inland waterways in order to achieve the goals of the traffic policy and fulfilling the conditions of sustainable development. The Croatian ports, both seaports and those on the inland waterways, are yet to experience the harmonization process according to the new requirements which have been determined by the planned growth rates in the cargo quantities. The analysis of the structure of goods handled at our ports during the previous period and the limiting infrastructure and suprastructure capacities describe the current situation, but at the same time indicate the next phases of the future process of successful integration of the Croatian port systems into the European transport system.
