Statistics in the Analysis of Emergencies in Rail Traffic

Traffic in general is a mass phenomenon, on the one hand carrying large numbers of people and on the other hand, carrying large volumes of freight. This claim is especially emphasized in rail traffic, which carries large amounts of people in passenger traffic and large volumes of goods in freight transport. One of the definitions of statistics defines it as a scientific discipline which studies mass phenomena. In fact, transport using the statistics tools can find various methods of solving the traffic problems. The base of the traffic flow is safety, and special attention is focused on safety in rail traffic. It is, namely, because of high speeds and large masses of trains that any undesirable event may have very unfavourable effects on the transport process participants. Such undesirable events are called emergencies. The paper studies the methods of keeping statistical data on the emergencies in the Republic of Croatia, and in the surrounding countries, some of which are members of the European Union, and some are accession candidates for the European Union. It is, namely, interesting how different countries have different approaches to keeping statistical data and thus cannot compare the obtained results. Then the statistical procedures and methods will be analyzed that are used in the analysis of emergencies. Statistics is a strikingly dynamically applied scientific discipline which generates different procedures and methods that may significantly facilitate the analysis of emergencies. Then follows a proposal of measures that are necessary in order to improve the methods of collecting, analysing and presenting emergencies. The proposal of measures will be harmonized with the European Union directives in the field of rail traffic safety, and the UIC and CER recommendations, and adequate statistical procedures and methods will be used.
