Researching Terrorism and Organized Crime in Southeast Europe
The paper has its focus on research related issues in the field of terrorism and organized crime in the very specific setting of Southeast Europe, being a post-conflict and transitional region. In order to conduct meaningful research on terrorism and organized crime in Southeast Europe, and to evaluate already existing work on these topics, it is necessary to create a basic understanding of the specific research setting in the region. Past conflicts and large scale victimization have their impact not only in influencing day-to-day relationships amongst people, but also hindering cross-border research efforts and data sharing. The huge number of NGOs and international actors present in the region and engaged in some sort of data collecting or even research activities on related topics, dose not necessarily solve this problem. The paper, after having sketched the current research setting in Southeast Europe and after having analysed the various actors involved, will discuss the state of the art in researching terrorism and organized crime in the region. A critical analysis of the findings provided by different actors in the region (scientific research facilities, NGOs, governmental institutions and international actors) will highlight not only the different approaches towards the topics of terrorism and organized crime, but also explain the differences in research findings. On the basis of such an analysis it will be possible to sum up the major findings on the situation regarding terrorism and organized crime in Southeast Europe and to look at possible future trends. The last part of the paper will deal with the research situation in Southeast Europe itself, especially by pointing out potential fields and modalities of research capacity development in the region. This part will also be considered a sort of ‘ lessons learned’ , providing both a conclusion and a future research outlook with regards to the HUMSEC project.
