Sažetak
Stimulating labour mobility is one of the ways in which individuals can adapt to structural changes. In macroeconomic terms, labour mobility can be viewed as a result rather than a cause of economic growth. There are serious obstacles and economic destimulation for individuals who want to change profession or place of residence. For this reason, one cannot expect any spectacular results from microeconomic measures intended to enhance labour mobility. Adequate labour market policies, including measures such as re-training, high quality work agencies, mobility stimulation etc. can help to eliminate some institutional obstacles, which in turn can reduce the costs of such transitions and increase productivity, and thus also employability of people affected by structural changes. A large body of research around the world indicates that most countries give priority to designing and implementing employment incentive programmes. The foundation for a “ knowledge society” must be quality and continuous improvement of education and research system. This has been recognized by the most developed countries in the world, who have declared education and research to be the strategic basis of development. According to the Croatian model, establishing the knowledge society is based on four pillars: the initiated reform processes, building the infrastructure, increasing investments into education and research, and creating new workplaces in the education system and research work.
