New Groundwater Directive of European Union and activity of the Working Group C in implementation of the Water Framework Directive and the new Groundwater Directive

In support of the overall effort of EU Communities to protect groundwater against pollution, a groundwater policy framework has been developed at the end of the 1970’ s by adopting Directive 80/68/EEC on the protection of groundwater against pollution caused by certain dangerous substances. Even though it appears that this Directive ensures a stringent groundwater protection regime against pollution, its implementation is sometimes faced with the difficulties of a lack of clear groundwater quality data and objectives. The protection regime is now evolving with the requirements of the Water Framework Directive, particularly through the establishment of strategies to prevent and control pollution of groundwater, which are covered in Article 17 of this Directive. Directive of the European Parliament and of the Council on the protection of groundwater against pollution and deterioration (GWD), has been adopted by European Commission in December 2006, hence an obligation in Article 17 of the Water Framework Directive (WFD) was fulfilled. This Directive requires the European Commission to propose specific measures to prevent and control groundwater pollution and to achieve good groundwater chemical status. A general outline of the directive text will be presented with the aim to encourage the needed cooperation (and research perspectives), which will require strong partnerships to be strengthened or developed among policy implementers, stakeholders (industry, agriculture, NGOs and others) and the scientific community. The Groundwater Working Group C (WG C) is part of the Common Implementation Strategy (CIS) of the WFD. It aims both to clarify groundwater issues that are covered by the WFD and prepare the development of technical guidance documents in the light of the orientations given by the GWD. In this respect, the activities of the WG C are primarily focusing on the issues covered by the WFD, which are complemented by specific guidance linked to the provisions in the Groundwater Directive. These issues was elaborated through the presentation.
