INFLUENCE OF ERGO-ASSESSMENT FACTOR OF LEGAL REGULATIONS ON INLAND WATERWAY TRAFFIC FLOW SAFETY

The ergo-assessment factor of deficient legal regulations of the Republic of Croatia is one of the dominant factors of ergo-assessment on inland waterways. The authors of this paper have studied the assumption that the deficient legal regulations directly influence the reduction of reliability of ship-operators, and reduction in the safety of traffic operations, which is the principle of cognitive ergo-assessment. The cognitive ergo-assessment needs to supplement the study of the hypothesis about the cumulative effect of the audible traffic noise on the ship operators in the circumstances of deficient legal regulations. Special regulations need to stipulate the permitted equivalent level of noise for the resting period in the premises for relaxation, i.e. for the period of working in the working premises, all in compliance with the navigation forms stipulated by the valid regulations of the Republic of Croatia, with special emphasis on the working space of the steering room due to the large influence of the noise on the safety of the entire traffic process, through the influence on the capability of ship management by the shipmaster. The valid regulations of the Republic of Croatia do not limit the maximal age of the vessels on inland waterways when these are registered at the authorized port authorities, for the vessels owned by legal subjects of the Republic of Croatia, which results in an extremely negative ergo-assessment for the ship operators who operate there, which justifies also the intention to study the assumptions of increased external costs in such cases. It is often the case that such ships of older age do not feature solid sound insulation of the steering room, nor have adequate sound insulation of the premises for resting and sleeping of the crew.
