Design construction based on the Kramer-Mesner method improved by adding necessary conditions

We are developing an algorithm which shall be based on the well known Kramer-Mesner method for construction of t-designs, possessing all the generality which this method involves, together with the method of design construction which uses tactical decompositions, which involves on the other hand some more specific knowledge or assumptions on the action of an automorphism group on the design under construction.
