Progress of wind resource assessment program in Croatia

Due to combined effect of complex orography and the mesoscale effects induced by thermal structure of the atmospheric boundary layer, leading to formation of strong sustained downslope winds called Bura, investigation of wind resource in Croatia requires high spatial density of measured wind data. The wind data should reflect the prevailing regional wind climate, i.e the measurement sites should be located on well exposed remote sites and measurements carried out on masts sufficiently high to avoid robust influences of the surface and surrounding obstacles. Such data were not available in Croatia until recently. The pilot region under study covers approx. one third of the country. The measurement program consists of ten 45-m high measurement towers with multi-layer measurements of wind speed, wind direction, air pressure, temperature and humidity and other meteorological parameters. The measurement program for wind resource assessment is major part of the EC funded project Assessment of Wind and Solar Energy Resources in a Croatian Pilot Region, commenced in 2006. Together with wind measurements launched through other projects, Energy Institute Hrvoje Pozar now operates large measurement network intended especially for the wind resource assessment purpose. To do this, a special logistics and highly organised approach was required. The paper will describe actual situation with the measurements and the project as a whole and provide some basic information on the measurement program, including quality standards applied. The paper will also describe the expected outputs, planned dynamics and the work plan for the rest of the project. Our experience in this project could help other countries with plans to investigate their wind resources to conceptualise their measurement programs in most effective way.
