Public and Private Sector Synergy in Tourism : Public-provate Partnership Models

The objective of this paper is to underline the importance of public-private partnerships (PPP) in Croatia’ s tourism and hotel industry. The paper comprises three units – chapters. The first chapter "Public and Private Sector Synergy" focuses on contemporary theory and trends in PPPs in tourism. It scrutinises the four basis areas of potential collaboration: improving a destination’ s attractiveness, improving marketing efficiency, improving destination productivity, and improving destination management. In the second chapter special emphasis is placed on the development of an Integrated Quality Management (IQM) methodology. The fundamental determinants of the IQM concept are focused on the destination as an integral business system ; the involvement of tourism professionals, tourists and residents ; and concern for the environment (natural, cultural and historical heritages). According to the usual indicators of tourism traffic, Croatian tourist destinations are now in their maturity phase, and some are, perhaps, in stagnation or even decline ; none, however, have a defined system of destination quality management in place. The accession process of Croatia to the European Union involves the formation of PPP relationships between countries, and within countries, economies and companies. This process is essential for the development of tourism in Croatia. The third chapter "Public-private Partnerships" examines the legal framework and contractual forms of PPP in Croatia.
