Digital Libraries in Central and Eastern Europe: Infrastucture Challenges for the New Europe.
In relation to the infrastructure concerns in developing digital libraries in the region, author will concentrate on initiatives and policy to strengthen national ICT infrastructures and assure full participation of information sector in European projects and initiatives. Long term preservation of e-resources (such as Croatian DAMP project) and initiatives to found a register of digital publications and collections will be also mentioned. The linguistic issues in digital libraries will be discussed from the point of view of a small language group, minority groups’ rights and requirements and recent initiatives of Open Access movement in research and academic community. Intellectual property issues in the region will be viewed from two perspectives that reflect newly introduced national program of digitization of Croatian heritage and efforts in building repositories of educational material. Special attention will be paid to distance education that has been increasingly drawing attention of the academic community in the region, as a result of the rapid developments in ICT and the increasing presence of the Internet in the academic education and research.
