EFFECTIVE FORMULATION OF SECURITY REQUIREMENTS IN DEVELOPING INTELLIGENT TRANSPORT AND TRAFFIC SYSTEMS
The article defines the approach and methods of transportation safety and security requirements formulation in the context of Intelligent Transport Systems – National Security aplications. Basic thesis is that safety and security must be included in the early phase of ITS development, i.e. in the phase of development of ITS architecture. Interoperability includes physical, logical, organizational and interorganizational (interagency) levels. Transport infrastructure is spatially distributed and thus quite vulnerable and difficult to protect from attacks. Safety, security and protection actions have to be coordinated between a large number of players involved in emergency management. Effective formulation includes a holistic approach and interoperability.
