Economic and social drivers to encourage Bioenergy market development

The success of energy reform implemented at the national and/or regional level depends on the degree to which the various interests of the stakeholders’ varied interests are recognised and met. The identification of stakeholders together with their economic and social drivers is essential to narrow the gap between policy making and its actual implementation by actors in the economy. This paper builds a supply-demand matrix for assisting in the development of strategies for energy markets. Biomass is taken as an example energy source due to its complexity. The matrix identifies stakeholders and their corresponding interests expressed as economic drivers in the decision chain of bioenergy utilisation that a government must be aware of when deciding to intervene in the economy. Identification of these drivers will provide guidance for an optimal set of government interventions from the economics perspective. Synchronised, targeted government interventions affecting most of the drivers could optimize investment of both time and capital, from both a social and an economic perspective, in a bioenergy market development. Development of market forces is not an isolated abstract process but a process that has to be tailor-made for the social environment of each decision level where it is occurring.
