Strengthening the Capacity of Local and Regional Environmental Authorities to Implement the Environmental Acquis - Proposals for Revision of Existing Administrative Regulations

The overall objective of the project “ Strengthening the capacity of local and regional environ-mental authorities to implement the environmental acquis” is to improve the ability of local and regional authorities to implement the environmental acquis through support to local authorities in the production of strategic, integrated, action-oriented plans and programmes at local level with a particular focus on urban areas. The specific objectives of the project are: • Improved application of the environmental acquis, particularly air, noise, waste and water sectors, in a series of target local authorities • Improved planning ability and capacity to use a wider and more innovative range of policy tools, and an improved ability to integrate different policy issues to achieve environmental improvements at the local level • Promote management skills to start up and join participatory and proactive proc-esses, involving all relevant actors/bodies and to drive, adapt and implement local strategic planning. This has been done through the training of local and regional authorities in selected pilot areas, specifically through the development of integrated urban environmental management plans. In addition to this training, the project is also required to make proposals for any recommended revi-sions to existing administrative regulations in order to facilitate the application of the selected en-vironmental acquis in certain environmental segments.
