Risk Based Approach - the interface between economists and engineers in structural integrity assessment
The "basic words" of the technical-economical life is "safety - reliability - risk". The safety reflects a present state of a plant ; the reliability includes all the means that are available at the present technical level and the risk can be expressed in term of "money", since it is the product of the probability of failure and its consequence. An optimal, “ cost effective” strategy for planning the inspection and maintenance tasks is the RBI - Risk Based Inspection and Maintenance methodology which is only the tool for a common interface between the economists and engineers. This is illustrated through risk-based inspection (RBI) and reliability centred maintenance (RCM) in petrochemical indus-try. A complex system has been developed for MOL Refinery in Hungary, which imple-ments the RBI approach (first time in Hungary). The pilot phase of the project including two units has just been finished, but the first results concerning cost effectiveness can al-ready be foreseen. An additional outcome of the project is the collection and systematiza-tion of a large amount of data and documents. The described methodology may also be implemented at INA Company in Croatia.
