The justifiability of the construction of the goods - transport centre "Rupa"

The particularity of Primorsko - goranska County as a traffic and economic centre is visible in the "overlapping" of two very complex systems of the City and of the Port within a very limited and most valuable littoral area of the Gulf of Kvarner. The traffic junction of Rijeka has been defined by the Physical Plan of Primorsko - goranska County and by the Physical Plan of the City of Rijeka, whilst its importance is particularly noticeable from the location of the Port of Rijeka Terminal on the intersection of two very important traffic routes (Pan - European Corridor Vb and the Adriatic - Ionic Corridor) which imply the use of all traffic branches and capacities of their infrastructure. However, the inherited traffic network of the County, and especially that of the City of Rijeka, cannot continue satisfying all the traffic requirements of the Port's and the City's development in a quality manner ; having no alternative, the only possible solution can be found in the construction of a complete multimodal traffic junction of Rijeka as the obligatory element of the road route D3, the traffic junction of Zagreb and the future Adriatic-Ionic route. By constructing the railway tunnel "Učka" (instead of "Ćićarija"), aiming at connecting the railway junction Rijeka to the Istrian railway network and further on towards the ports of Koper and Trieste, as well as by constructing the planned motorway from Trieste and Koper to Rijeka within the Pan - European Corridor V, the prerequisite for the formation of the North - Adriatic ports system (consisting of the ports of Rijeka, Trieste and Koper) would be satisfied, capable of competing with important ports of western Europe. The abovementioned, as well as the revitalisation of the traffic routes from Eastern Europe and the Near East towards the west and viceversa, poses the need for the construction of an intermodal goods terminal near the future border of the European Union, as the final point of treatment of goods before their entering into the EU (the existing terminal at Srdoči with its 50 parking spaces does not meet the planned requirements). This kind of terminal would have the function of receiving, processing, storing, finishing goods and offering other services to the goods imported, exported or in transit, whether by road or rail, before crossing the EU border (in order to meet rigorous European standards). The terminal would also regulate traffic flows going towards Zagreb, Split and border crossing points in Pasjak and Rupa (currently, they already have together over 60% of tourist and 30% of goods crossings at State level). By building the accompanying infrastructure (such as large open and close warehouses and parking spaces, large refrigerated storages, service - mechanic areas, motels, restaurants and other service facilities, then the administrative facilities of the custom's, forwarding agencies, police, inspection and similar) and combining road and railway means of transportation (following the example of existing terminals of similar purpose in Europe), the terminal would become an obligatory part in the system of the terminal junction of Rijeka (which implies a range of port zones, business zones, free zones and similar zones in the area of the Gulf of Kvarner, as well as other passenger and goods terminals of state importance), whilst today it already offers itself as the obligatory part of the multimodal traffic junction of Rijeka.
