Multi Level State Property Management: the Case of Croatia

The aim of this article is to asses the current situation in Croatia, to put forward proposals for improvement, especially aimed towards more effective and transparent management of state portfolio on all levels, maximisation of externalities, and generally managing state property to maximise social benefits. In addition, the proposed concept is followed by an outline of some of the expected economic benefits of this reform process and to give recommendations for improvement with regard to integrated urban management. Managing state portfolio is an extensive and important task, with a series of economic, social and environmental impacts. The state portfolio includes various types of property, with considerable value, giving the government economic leverage in the economy. These properties (majority can be categorized as brownfields according to EU CLARINET definition) are located at the administrative territories of units of local self-governments. Therefore, the management of these properties extends through different levels of governance. Presently, management is channelled through various state bodies, which are responsible for managing state portfolio, but have little or no guidelines, or even a long term strategy, outlining the goals and standards of the management process, which influences development on a local level. The proposed multi-level governance concept implies legislative action which will ensure that the management process is better managed, regulated, transparent and well communicated across governmental agencies and with all actors involved. On a national level, the proposal is to establish a central body in charge of managing the state property portfolio, thus centralising property management, and clearly outline the norms and procedures in property management. Secondly, on a local level, the concept proposal is to improve the administration procedures and the communication with the central body. Finally, the process of administration and management needs to be improved in a number of ways, most notably through the digitalisation of the data and the creation of a property data base, which will increase the efficiency of the existing procedures, but also provide a very useful source for further analysis. Additionally, the priority criteria of redeveloping these sites have to be developed ensuring transparent decision-making process which can be very socially sensitive.
