Privacy and Ethics Requirements with Electronic Healthcare Record Systems Implementations
One of the main considerations and concerns with the healthcare ICT strategy makers is the patients’ privacy, ethics and security regulations involving the management of their care related data in the implemented solutions. It has been proven that many open issues exist right at the start of strategy setup, since it is usually not completely straightforward to transform the legal regulations into system requirements, especially in the regional and national systems where various legislations may apply. The paper will address main concerns and requirements in regards to privacy and security issues that address most of the EHR systems today, elaborate the proposed quality aspects and criteria in the strategies developments, and describe the potential way forward that was adopted in strategies for EHR implementation in two countries in the region (Republic of Macedonia and Republic of Croatia) as the proof of concept for the quality criteria.
