In quest of regional ownership between national and donors' interests : the Energy Community

The paper analyses the role of the Stability Pact in balancing national, regional and donors' interests in establishing and implementing the Energy Community. The focus is on policy instruments aimed for fostering regional ownership and responses at national and regional level, as well as from the donors. Existing differences between the EU and other donors are identified. Possible explanations of various responses at different levels are offered. The findings are used to identify present level of regional ownership over the process of establishing the Energy Community and the role of the Stability Pact in fostering the regional ownership. The impact of various national, regional and international factors is examined. Main challenges and possible policy responses are identified. Policy recommendations are identified based on their potential impact on regional ownership.
