The Feasibility of Introducing a New Safety System on Railways
Today, one of the basis of normal traffic operation is safety. During the previous decade, a number of new safety systems were introduced, some of which are already in use. Special attention during the introduction of a new system is bestowed upon their safety and reliability. In railway traffic the ETCS system is being developed and improved as the basis of a future European signalling - safety system. When considering the installation of ETCS it is necessary to conduct an analysis of traffic on the proposed line. Every system has its price. The introduction of a new safety system demands large investments. The paper analyses the feasibility of new safety technology by using standard cost-benefit analysis. System maintenance costs and possible savings during the installation of the system are given extra attention. It is necessary to analyze the financial market as well as the socio - economic aspects of the new system. The results can then be used to make a good decision. The paper also analyses the feasibility of installing the ETCS (European Train Control System) on the Vinkovci – Tovarnik section of Pan-European corridor X.
