Experiences on COST collaboration
In Croatia COST collaboration is managed by the Ministry of Science, Education and Sport. Croatian researchers were actively engaged in 134 actions since 1992, sixteen of them in the domain of Social Sciences. The presentation is based on my own experiences, as I was a member of Technical Committee for Social Sciences since 1996, and a member of two Management Committees (COST A7- Ageing and Technology and COST A15 – Reforming Social Protection Systems in Europe). Experiences on COST collaboration will be presented using a SWOT format i.e. outlining Strength, Weaknesses, Opportunities and Threats of networking. The basic strength of COST collaboration is that it is a good basis for future collaboration. Researchers can establish links and partnerships, gain experience, network, as well as develop ideas for larger-scale projects. Low costs and easy administration can also be viewed as the strength as well as the fact that such collaboration provides access to research facilities and expertise in other countries. Weaknesses are: limited budget as it is only budget for networking and lack of projects evaluation/consequences. Developing human potentials in partner countries, exchange of knowledge and consequently innovation and modernisation can be viewed as opportunities of COST collaboration, while development and/or knowledge gap between countries, poor communication links as well as differences in scientific policy can be viewed as potential threats.
