Development of an integrated information system: a tool for establishment of port competitiveness
Undoubtedly the information and communication technologies have become the basis of the post-industrial society. The port represents a vital subsystem of the traffic system since the majority of countries have sea borders that are crossed by hundreds of millions of tonnes of cargo. This paper analyses the functions of the port information system according to the functions that a port system has to provide. The functions have been analysed according to the concept of the need to develop an intelligent port system, with comparative analyses of the results obtained from telematics development projects in ports and from intelligent transport systems (ITSs) under the European Commission. The integrated information port system (IPIS) is presented in a mathematical form, and as a scheme based on Wymore’ s Models-based Systems Engineering. Different performances of the system for different conditions (situations) are finally obtained by simulation modelling, which enables the viability of the proposed integrated information system to be checked and the level of quality improvement of the port service by implementing the proposed information system to be evaluated. In other words, this is the way to evaluate the influence of the integrated information system on the port competitiveness.
